e7e7a7cbe0 Install git and go packages in final target 
Installs git and go packages in final target, as the go packages on
alpine are different than on the non-alpine variant.

1496163214 Reduce size of operator base image 
- Uses the multi-stage pattern so the final stage is smaller (using the
  alpine variant) and copies in only what is needed from the
  dependencies stage.
- Reduces the image size from roughly 1.19GB to roughly 654MB.

6b6649479e Build images with Go 1.13 and Git 2.29 
While we're already building images for Go 1.14/Git 2.29, Gitaly also
requires the same images for Go 1.13. This commits adds those missing
images.
