Bump Git version to 2.21 for all docker images 
Git 2.21 has performance improvements that Gitaly is interested in, but
for bundling its better to ship one version everywhere.

22ee1e62a9 Add hostname executable to OpenSuse 42.3 
- The OpenSuse 42.3 container image does not contain the `hostname`
  binary by default. GitlabCtl::Util requires the `hostname` binary
  when invoking its fqdn method.
